GREEN LAKE PROPERTY OWNERS
ASSOCIATION The regular meeting of the Green Lake Property Owners Association was called to order by Chairperson Kelly TerWisscha. Members present were B. Aamot, D. Gunderson, R. Jansen, R. Minke, G. Roverud, R. Schneider, P. Spilseth, R. Stehn, and T. Frazee Absent with call in was V. Sechler and T. Lieser. Absent was: J. Duininck. Guests present were S. Ehlers, Bill and Ann Latham. The agenda for the August meeting was approved with an addition numbered 8.4 which will be listed as “Lost and Found”. Motion to approve the agenda was approved. Motion by R. Stehn, second by R. Jansen to approve the minutes of the regular Board Meeting of 18 July 2009. Motion carried. Motion by G. Roverud, seconded by R. Jansen to approve the financial report.
PUBLIC COMMENTS: Sandy Ehlers presented information about the citizens concern about a “No Wake Zone/Quiet Zone” on Green Lake. A committee of O. Hagen, J. and C. Thompson, H. and C. Duininck, T. and S. Ehlers presented information regarding a 250 foot area from the shore line out for the safety of swimmers. This would be a “safety” area which would be 7% of the lake allowing 93% for boaters on Green Lake. They know of three lakes, (1) Minnetonka, (2) Prior Lake, and (3) White Bear Lake which have this ordinance within the lake association. Ann Latham presented information about the Congregation of Boats within Home Owners property which presents people to use their dock, swimming area. Ann/Bill Latham met with Sheriff Hartog about this issue. They are concerned about the safety issue for boats, boaters, and swimmers within the area. There continues to be increase boat traffic, enforcement of the rules is a program, the spread of A. I. S plus the riparian rights of home owners. The meeting was then closed for outside visitors. Motion by D. Gunderson, seconded by B. Aamot the following resolution was presented. The President of the GLPOA is authorized to designate a portion of a Director meeting for public comment and unless otherwise designated the balance of the meeting should be closed. Motion/resolution was carried.
OLD BUSINESS: No Old Business to be brought to the Board
Chairperson K. TerWisscha brought before the Board information about the Annual Meeting. The Green Lake Property Association By Laws state the Annual Meeting is to be held the third Friday of June each year. Motion was made/seconded to bring to the Annual Meeting a change in the By Laws to state the Annual Meeting will be held the “Third Weekend” of June each year. Motion carried. Motion by R. Jansen, seconded by B. Aamot to donate $500.00 this year to the Minnesota Waters Organization to assist in hiring a lobbyist which will work with the lakes/rivers in the fight of A.I.S. in the Minnesota legislature. If Minnesota Waters does not have a lobbyist by one year from now the monies will be returned to the Green Lake Property Owners Association. Motion carried. Discussion was held about two items; bring the Quiet Zone and Congregation of Boats on Green Lake. Discussion was held about the law/ordinance of the State of Minnesota, the ordinance signed by Richard Post for the Kandiyohi County Commissioners in 1986, the enforcement by the County Sheriff, problems of land owners in and around Green Lake. The two items of total concern are safety for all people in the lake, and the enforcement of the rules/regulations as set forth. The GLPOA Board asked Executive Secretary to see if the GLPOA will be able to be on the agenda of the Kandiyohi County Commissioners meeting on Tuesday, 18 August 2009. If permitted those who will attend will be Ron Schneider, Kelly TerWisscha, Ollie Hagen, and Terry Frazee. The Board will continue to discuss the Quiet Zone along with the Congregation of Boats near private land owners. Chairperson K. TerWisscha asked if there could be a place on the web site to list lost or found items due to winds, storms on Green Lake. T. Frazee will put an item on the web page, www.greenlakespicer.com to list those items. Any lake owner who finds items on their beach or has lost an item is asked to contact T. Frazee at 796.2502 to have this listed. Board Members are reminded to have their articles for the Green Lake Breeze by Monday, 31 August 2009, by 9:00 a. m. This issue, September, will be the last issue of the Breeze for the summer. Motion to adjourn.
